Arla is written and supported by the Arla folks, some of whom also write and support OpenAFS. Arla clients are OpenAFS compatible but are missing a few features [like the ability to manipulate volumes].
Arla can manipulate volumes, just that all the vos subcommands aren't implemented yet.
There is definitely a NetBSD OpenAFS server port; if there isn't an OpenBSD port I'd bet my monkey that the NetBSD port will work.
Arla is included in the source code for OpenBSD, although it's a rather old version. I'm working on bringing OpenBSD up to Arla 0.39 or 0.40.
