When you say "not running what you think you
are", what are you referring to? The AFS Server,
the client, the OS? Is there anywhere I can look to find some clues?

You can access a transarc cell anonymously. You can't access it with
Kerberos 5 based tokens.
It definitely sounds like something on your system is strange. Perhaps
you are not running what you think you are.
