You are wrong.   The AFS Systray can never be accessed via Leash.  
Leash provides a button
that allows you to access the AFS Client Control Panel tool that is
located in the Windows Control Panel. 
afs_config.cpl aka afs_config.exe. 

The Leash AFS properties dialog is used to control whether or not Leash
will display AFS tokens
stored by the AFS Cache Manager.  It can also be used to obtain tokens
for the default cell.

Leash != AFS Systray tool.  (afscreds.exe).    Please stop trying to
relate the two of them.    You were
at the AFS & Kerberos Best Practices conference.   You were there for
Asanka's talk.   The reason
we are developing Khimaira is because both Leash and the AFS Systray
tool perform similar and
overlapping but never the less different functions.

I am more than willing to track down and fix bugs.   I am not willing to
have you lead me on a wild
goose chase simply because you can't write a reason bug report.

I suggest that you remove Leash from the Start Menu->Programs->Startup
folder and simply run
the AFS Systray tool.   That way you will not be confused by which
application you are using at a given
time.
