The problem is that ordinarily, part of the process of moving a volume involves making a clone of it, and with the partition completely full, there is no room to write even the small amount of data required to create the clone.
Fortunately, we now have a solution to this problem. If you use the -live switch to 'vos move', it will use the live RW volume instead of making a clone. This means the volume will be "busy" for the entire duration of the move, instead of just a short time at the beginning and end of the operation. However, it will work even when the source partition is full.
