The RPMS have dynroot turned on by default because openafs.org
has no root.afs volume...  Or at least the systems were hanging
on startup and failing to mount root.afs from openafs.org.  So
I turned on dynroot by default so the packages actually functioned
in the default configuration.

Yup; there's no root.afs in that cell.
If it existed, people would complain that it was stale.
