No one has written the code.   The values are hard coded into the
daemon thread function.

On Windows I have done all of the work to extract the values from the
daemon thread function and make variables available.  The work that
remains is:

(1) add code to obtain values from the registry that override the
    defaults now set by a #define.

(2) write the pioctl() operations to set/get them

(3) implement a replacement for the AFS Control Panel so that they
    can be set/get by a GUI.

Anyone want to contribute some code or funding to see that this
happens, please contact me.
