The Return Code is:

1 == SERVICE_STOPPED
2 == SERVICE_START_PENDING

The second code is the boolean test ?Running or ?Start Pending.
If in fact you are getting Pending Return Code[2] and ?Start Pending[0]
there is something seriously wrong with the compiler output.
(or perhaps you are not running current code and there was a bug
that was fixed.)

You also didn't specify which of the outputs is the one that worked,
so ...
