Except on 64-bit Windows.  There are two problems there:

(1) the 32-bit tools do not install the extensions for the 32-bit
version of the Explorer Shell

(2) the 64-bit extension is suffering from the menus without strings
problem.  I wonder why the resources are not being loaded properly.
