To perform privileged commands (e.g. managing volumes) a user needs to be in that list. (And that on each fileserver where he/she needs to be able to do that.) Normal users do not need those rights and do not need to be recreated on each fileserver. (In fact you do not create an user at all. You just tell the servers that your user is an admin.)
