In my previous attempt where I didn't specify where to find the kernel 
headers, my src/config/Makefile.config has
        LINUX_KERNEL_PATH = /lib/modules/2.6.16.13-4-default/build

Now with the switch that file has
        LINUX_KERNEL_PATH = /usr/src/linux
