In our case yes, and to prevent time out failover lag.

As I understand it, if the fileservers have been decommissioned (you've moved all volumes off of them), then it shouldn't matter what the preference of the server is because no one is talking to it, right?

The client will try to hit the server for a volume that it is preferenced to hit first, in our case in the same building. If the server is down, there will be a time out period while it fails over to the next server in the preference list.

But I think Mr. Altman had the more "technical" explanation.
