There was one report of a similar 20 sec delay on this thread and a fix from Microsoft.
However, after the last few updates the delay has gone away and 1.5.10 runs just fine. The 1.5.10 downloaded msi file is named openafs-en-US-1-5-11.msi. I can send it to you directly if required. Regarding the plug-in,just following the prompts. I wouldn't worry about it. Thanks.
