More people use Red Hat (either Fedora Core or RHEL/Centos) than any other Linux distribution among the OpenAFS community, so you get the largest community that way. One of the OpenAFS gatekeepers (myself) uses Debian and maintains the Debian packages, so they're probably the most up-to-date in terms of packaging.
