On Vista you need to be an "Administrator" to read the contents of that
directory.

Since I don't have access to a system that experiences the problem I am
not going to be able to debug this for you.  The debugging section of
the release notes describes the tools available for analyzing issues
with the client.

For this you might have to attach a debugger to the client and place
break points within the smb_RestartListeners() function in
src/WINNT/afsd/smb.c
