This question was answered last week on this mailing list.

The instloop.exe and afsloopback.dll are part of the MSI installers data
stream.  The version of these tools must match the version of OpenAFS
being installed.  The files can either be extracted from the MSI or
obtained by building from source.

Once you have them:
        
        instloop.exe -u         to uninstall
        instloop.exe -i         to install
