Turning on audit logging is the best you can do. File opens and closes are not processed by the file server. They are handled by the cache managers which are located on each client machine. All you can see is what reads, writes, fetch status, and lock requests there were. However, once something is cached and the afs client knows the user was given permission, the file server won't know that the data was read again and again and again.
