Try

yum install atrpms-rpm-config kernel-devel

before rpmbuild

(BTW why rebuild? Security concerns, custom kernels or maybe some
changes that more users might benefit from? The latter are always
welcomed in patch form :)

See above. For such a specific packaging question the ATrpms' lists
would had been more suitable indeed, but in general most openafs/rpm
questions turn out to be openafs proper topics, so people using
openafs through rpms (or debs etc.) should not feel discouraged to ask
questions here.
