Update on this: Immediately after sending this, we took another look and discovered that for some reason multiple bosserver processes were starting, and one was starting before the iscsi was mounted. So there were old fileserver and volserver processes that weren't getting killed. A kill -9 of those and a restart of the bosserver fixed it right up.
