The directory format has a fixed number of slots.
Entries with name lengths greater than 16 octets long require more than
one slot so the actual number of entries in a directory can be
smaller than the number you list.

Changing this upper bound requires changing the directory format.
The directory format is used by both the file server and the clients.
Doing so is on the wish list.
