Did you enter the right servers into cellservDB or into the DNS?
Could you reach \\AFS\your.cell.name\ ?
Is that the first AFS client on windows? Did you setup one working before?
Usual I enter my databaseservers into cellservDB, set default cell to my
cgv.tugraz.at cell and start openafs service. You can control the
service startup logfile in C:\window\temp\
