Equivalent to dynroot on Unix.  If you are asking
this question you have not read the release notes.
Please do so.

afsd_service.exe binds to the installed loopback
adapter.  The winsock stack handles routing to the
correct network.

use rxdebug to debug communication with your servers.

use the functionality provided by afsd_service as described
in the release notes for debugging the behavior of the
afs client.

The release notes are installed on your machine accessible
via the Start Menu.  They are also available via the web
on the same page you downloaded the installers from.
