I would like to remind everyone that is contributing to this discussion that OpenAFS already has many configuration files in addition to the command-line options as documented at
http://docs.openafs.org/Reference/index.html OpenAFS also supports the distribution of configuration information via the Update Server. http://docs.openafs.org/Reference/8/upserver.html The purpose of this discussion is not to debate the merits of configuration files vs command-line arguments or per-server vs centralized configuration. The purpose of this discussion is to determine if there is a preferred general purpose configuration file format that we will adopt going forward instead of creating an individual configuration file for each new type of data that the server requires.
