This is an old thread, but I've been away at a conference and now coming back to tie up loose ends.

The problem turned out to be quite silly: this is a fresh installation, and I didn't have gcc installed yet in order for the dkms build to work. Might want to add gcc & friends as a package dependency...

This seems like you're building a very old kernel. Have you rebooted since doing the post-install updates?

Consult the make.log in the build directory
/var/lib/dkms/openafs/fc10.1.1/build/ for more information.

What does this log say?
