VLLog? Nothing really useful in there, it seems.

# cat VLLog
Thu Sep 10 18:18:34 2009 Using 10.0.1.232 as my primary address
Thu Sep 10 18:18:34 2009 Starting AFS vlserver 4 (/usr/lib/openafs/ vlserver)

I resolved this by issuing vos changeaddr for the old server IP to a
dummy address and then allowing the server to come back up and
re-register. Everything is working now.
