I just stumbled on the solution. We use AFSDB records for
our cs.unc.edu cell. I had read the release page several times
but missed this:

Adds support for DNS SRV records _afs3-vlserver._udp.<cellname> in place of DNS AFSDB records.

Adding our cell manually fixed. We will add the new recored to our
DNS.

Windows client, UNC paths work. They changed the DNS SRV
record name so the client could not find the AFS db servers.
