"Netbios over TCP" is not the same as "Netbios".  You do not need to
install it.  It is installed as part of the TCP/IP stack.  "Netbios over
TCP" must be enabled on the Microsoft Loopback Adapter which should have
been installed by the OpenAFS installer.  The checkbox to enable
"Netbios over TCP" is located within the Properties dialog for "Internet
Protocol (TCP/IP)" on the Microsoft Loopback Adapter instance.

Could you please indicate what version of OpenAFS for Windows you are
attempting to install?  I do not believe that "Failed to reset any LAN
adapters" is a log message that currently exists in the source code.
The current version of OpenAFS for Windows is 1.5.68.
