Er, actually, the 'reason' is available to the vldb RPCs.  But the
timestamp is not, and the 'reason' flags are not currently interpreted
by vos for you (except to say "Volume is currently LOCKED").

Before unlocking the VLDB entry I issue a "vos status" on each fileserver and look for the volume ID (numeric.) If there's no current operation reported (by any fileserver) on the volume , I release the lock, assuming that there's not a reason for it to be held longer. YMMV
