You are probably referring the to the thundering herd problem that was fixed in 1.7.6.
The token expires when its valid lifetime is over. The valid lifetime is set by the Kerberos KDC to be the smaller of the requested time from the client or the maximum valid lifetime configured in the KDC database.
AFS does not measure this for you.
The AFS Client Configuration tool is deprecated because it is out of date and unreliable. That is why it is not installed by default. There is no replacement. This is documented in the OpenAFS for Windows Release Notes Start Menu->Programs->OpenAFS->Documentation Server preferences configured by afs_config are identical to server preferences configured by "fs setserverprefs". http://docs.openafs.org/Reference/1/fs_setserverprefs.html They are only valid until the afsd_service halts.
There is no method to remove a server preference.
