Except when it doesn't, such as when it consists of placing the right
upstart configuration in /etc/init, or when you put a script in init.d and
a config file in /etc/default, or when you install a systemd configuration
file somewhere else....

There's a lot of branches here for Linux.  Essentially one branch for
every different distribution.
