What evidence do you have that fs flushvolume fails? With what version of the software on what operating system?
There is no mechanism to dump the contents of the Windows File Cache. To examine the status information stored in the AFS cache you can use: cmdebug <hostname> -long or you can dump internal data structures using "fs memdump".
