The error is ERROR_NOT_FOUND which indicates that no PAG exists which probably implies that something on the system is blocking/filtering/removing the ACE the AFS Redirector adds to process DACL during process creation. The existence or lack of existence of a PAG has no impact on the system except for the purpose of associating an identifier with a process / thread which is accessible during requests to AFS. If the vmware backup process is having difficulties it is most likely unrelated to the existence or not of PAGs.
