Thanks, it's an odd solution to remove cpu cores but worked. The server had 8 vCPU with 6GiB RAM. After I removed 6 vCPU, it worked as a dream. WIth downloading thread with AB and 20 000 requests, the load was about 4 and the avg response time was is 70 ms.
I don't want to believe that this workaround is the only solution. The prod server has proxy servers for our users' and i concerned about if the 2 vCPU will be enough.
