A CellServDB with no server list already means "use dns lookups".
That is not a change in behavior.

The reason I say that 131895 is unrelated is because it is a completely
different section of code.  The person who volunteers to write code for
a blacklist or for limiting dns searchlist usage should not be expected
to hunt down and fix a bug with -dynroot-sparse.
