referred by the posting you have indicated seems to works nicely to
create the .src.rpm, which is produced at the "make srpm" step, of course.
ChangeLog and RELNOTEs are not included but this is not so important.

It is not seen as a key part of a release, and is made available
when the person generating the release decides to make one. That said,
there's absolutely nothing sacred about the src.rpm alongside the tarballs;
it is easy to regenerate from scratch: please see
