It seemed not all our info was correct.
We installed openafs-1.8.7,
but we never rebooted and the afsd running was one started when openafs 1.8.6 
was still installed.

It should be on the systems after a reboot (when possible), in openafs 1.8.7.
(restart of openafs-client not possible while /afs is busy)

Based on the packet trace, you need:
https://gerrit.openafs.org/#/c/14364/  afs: Avoid NatPing event on all 
connection

This is not included in 1.8.7, but is scheduled for 1.8.8.
