When using jumbo frames and netmtu set to 9000, there is an assert on
delivery of messages

assert (msg_len < FRAME_SIZE_MAX);

In this case, msg_len is 9000, FRAME_SIZE_MAX is 9000, resulting in a
sigabort (and core file).

This patch increases FRAME_SIZE_MAX slightly to 10k and also fixes the
assertions to be correct ie:
assert (msg_len <= FRAME_SIZE_MAX);
