If the cluster is partitioned then it won't work. But then neither would ccsd so you haven't lost anything. Nearly all partitions are network-related anyway, so there would be no automatic way to do it. corosync does not need to be running for ccs_sync to work, and cman_tool version only calls into it to tell it the new version once the file has been distributed, it won't prevent distribution.
