a) corosync waits for (sub)services to stop.
b) IMHO a problem with corosync stop. You can identify this case by looking at
the CPU consumption of the corosync process itself.
c) Other reasons I don't know (and this is not really much).

Don't use it.  ;-)

If you're sure it's case b) you can kill -9 <pid-of-corosync> (not the corosync 
shell-script)
