I am not sure about how to register those types of multicast sockets in the kernel. If you provide some examples we can look into it.

As for the second point, typically a user would use the 239.x.x.x multicast group and turn on IGMP snooping on their switch hardware. This would replicate the multicast packets to only those nodes that were registered to the IGMP group.
