I hate to break it to you, but they actually do :) And there are two ways of 
doing it.
First, compat packages, like this one:

compat-openldap-2.4.19_2.3.43-15.el6.i686.rpm

Second, change the package name (mostly for "technology preview" packages)

postgresql84-libs-8.4.5-1.el5_5.1.i386.rpm
