I would prefer not to include InChI-1.0.4 in 2.3.1 and instead have it 
in 2.3.2 in a few weeks. Although it looks a very minor upgrade, it will 
require some checking; there are other things to look at before 2.3.1; 
and a later bug release, which we have had before, can be reassuring.
