The data files in the data directory. For example, the list of SMARTS
strings used to define the group contributions for the TPSA
descriptor, psa.txt. This has three copyright statements from OELIB,
JOELIB x 2, and then a GPL statement. However, it's just 30 lines
typed in from Peter Ertl's paper.

I guess it's not so important, but maybe going forward we can attach a
CC0 license to files if they are reusable by others.
