As far as I know, the current ibabel (
http://www.macinchem.org/ibabel/ibabel3.php
<http://www.macinchem.org/ibabel/ibabel3.php> ) requires that you install
openbabel first. Have you checked that the command line openbabel has the qeq
charges?
