Thank you for the reply.
I was indeed executing "make install".
Turns out the problem was that I was setting "BABEL_LIBDIR" to <openbabel
install>/lib directory. Once I stopped doing that, all of the formats are
showing up.

I am attempting to build/install openbabel for RHEL 6. I've downloaded the
latest code (2.4.1) and followed the instructions for building it, and I
haven't seen any errors in the building. I can post the build output if it
will help.
Have you run "make install" yet?
For security reasons, Open Babel looks for plugins in specific locations.
