It looks like at some point the <enabled> element was accidentally placed 
inside the <cfapplication> element in bluedragon.xml. From looking at the BD 
code, it will ignore this element so it really shouldn't be there.

I asked that same question when I ran across that while working on the
admin console but unfortunately I don't remember the answer. ;-)


isn't this to enable specific tags/functions aka sandbox style ?
If they are not here they are disabled.
