Hi Andy,

I did check that it was not corrupt. It did not seem as if it were.
I am not certain though how I would be able to know if it were
configured correctly.

I re-downloaded the entire release and unzipped it back into the
installed directory.
Even the localhost:8080/dump.cfm does not display correctly.

I may be having issues with the fact that it is not installed on the
C: Drive.
The current install directory is:
X:/ftp/Inetpub/openBD/
