Wow - was this ever annoying and obscure - I started to look at some of the other things that differ between the machines, and they had different minor versions of Tomcat 5.5 - 5.5.27 (latest) on the non-worky machine, and 5.5.23 on the ones that worked. After playing around a bit I noticed that it seems like cflogin doesn't work on Tomcat 5.5.27, and that it may be related to the actual server, and not the configuration or the setup of webapps. If I switch the server\lib folder to the one from 5.5.23 then it starts working again.
