Did you say that Tomcat was actually starting? From these log files, it
looks like it's crashing - which would make sense if it can't find the
bootstrap.jar.

Is this a clean install?

Yeah, it wouldn't be in the server.xml. Tomcat is not getting that far
in the bootup process.

Unless anyone has any specific objections, I think this is as good of a
place as any to post this. If worse comes to worse you can just email me
directly, but having things on the mailing list is good in case anyone
else runs into these issues. (IMO)
