Unfortunately I'm not familiar enough with clustering and Jetty to address this question, but I don't believe there's anything "left out" of this Jetty configuration, meaning if there's cluster-specific stuff in Jetty as far as I know we wouldn't have removed it.
There are others on the steering committee far more familiar with Jetty than I so hopefully one of them can jump in and address this for you.
What specific type of clustering features were you looking for? Session clustering? Basic load balancing? Something else?
