Yes ... there's a "New ... " button when the "Firewall" button is 
clicked in the Sharing panel. I was advised previously to create a 
custom setting called "MySQL" with port 3306. Doing so didn't seem to 
accomplish anything. Running Port Scan numerous times failed to list 
3306 as being an open port.

Earlier tonight I turned the OS's internal Firewall off, shut down, 
waited 15 minutes then restarted and rebooted ... without change in the 
state of my system: port still not appearing in PortScan, OBD unable to 
verify the datasource.
